Burma monks issue defiant message

BBC 21 Sept 2007

Leaders of protests by Buddhist monks in Burma say they intend to continue their peaceful demonstrations until the military government collapses.

The statement by the Alliance of All Burmese Buddhist Monks came as 1,500 monks took to the streets of Rangoon in their biggest protest yet.

This is the fifth straight day of marches by monks in protest at recent government attempts to silence critics.

Diplomats at the United Nations have expressed concern at the crisis.

In a strongly-worded statement, seen by the BBC, the Alliance of All Burmese Buddhist Monks described the military government as "the enemy of the people".

It said the monks would keep up their protests until they had "wiped the military dictatorship from the land of Burma".

The group has asked people across the country to pray in their doorways at 2000 hours on Sunday for 15 minutes.

This is the first time the monks have explicitly challenged the government in this way, the BBC's Jonathan Head in neighbouring Thailand says.

Although the statement falls short of calling for an all-out popular insurrection, it must be what the generals now fear, our correspondent adds.

Fresh momentum

For a fifth day, hundreds of monks took to the streets in the former capital Rangoon.

Braving heavy monsoon rains, they chanted prayers and sermons as they converged on the Shwedagon Pagoda, Burma's most revered temple and focal point of the recent protests.

Their numbers swelled to more than 1,500 and they were clapped by onlookers as the march moved on through the city.

The protests started on Monday but gathered pace on Tuesday, after a deadline given by the monks for a government apology into earlier violence expired.

The monks have also been withholding religious duties from anyone connected with the military.

The decision to take to the streets has given fresh momentum to protests that began in mid-August over the government's sudden decision to double the price of fuel.

Initial protests were led by activists, dozens of whom have now been arrested.

The movement has turned into the largest public show of opposition to the Burmese authorities since the uprising of 1988.

If their past behaviour is any guide, it cannot be long before the military uses force to stop such opposition, our correspondent says.

'Appalled'

The situation in Burma was discussed at the United Nations on Thursday, with UN special envoy Ibrahim Gambari calling for urgent efforts to address the growing unrest.

Developments in Burma had "raised serious concerns in the international community and once again underscore the urgency to step up our efforts to find solutions to the challenges facing the country", Mr Gambari told the Security Council in a closed briefing, the UN said.

US and British officials also spoke on the issue after the briefing.

US ambassador Zalmay Khalilzad said the situation was a threat to regional stability and urged Burmese leaders to allow Mr Gambari into the country as soon as possible.

"We certainly are appalled by the steps the regime has taken to silence peaceful protest and to clamp down on dissent," British ambassador John Sawyers was quoted as saying.

All Burma Monks Alliance: Statement of People’s Alliance Formation Committee to the Entire Clergy and the People of the Whole Country

Fri 21 Sep 2007

Subject: Designation of existing evil military despotism as the “Common Enemy”
of the whole people and exhortation for speedy formation of People’s Alliance led by
the Clergy to struggle peacefully against the evil military dictatorship till its complete
downfall

The current general crisis of the people is caused by the evil military dictatorship which is
oppressing and terrorizing the entire masses of the people. Therefore we pronounce the
evil military despotism, which is impoverishing and pauperizing our people of all walks
including the Clergy, as the “Common Enemy” of all our citizens. Therefore, in order to
banish the common enemy evil regime from Burmese soil forever, united masses of people
need to join hands with the united Clergy forces. Hence, to swiftly establish a disciplined and
united “People’s Alliance,” we the All Burma Monks Alliance will take the initiative and set up
the Alliance step by step under the following agenda. We solemnly and specifically urge all people
and monks to follow us with full unity and trust.

Step 1. To boost the force of Metta (love) in this country which is experiencing very
low level of Metta between each other, and achieve peace, residences of every
household and every monastery should come out to the doorsteps or balconies on
2007 September 23 at 20:00 hours and recite in unison two clauses of Metta radiation
prayers, “Away with bullying of men by men! Let our Metta energy encompass and
bring peace to the world!” for 15 minutes till 20:15 hours.

BPF statement in support of Buddhist monks in Burma

Buddhist Peace Fellowship: BPF statement in support of Buddhist monks in Burma
Fri 21 Sep 2007

For the last week, thousands of Burmese monks have marched against the repressive Burmese military regime in cities across that nation. This is the largest public demonstration against the junta in nearly 20 years. As the Alliance of All Burmese Buddhist Monks march, chant, and overturn their almsbowls (patam nikkujjana kamma), refusing to accept donations from members of the military regime, the Buddhist Peace Fellowship offers our full support and solidarity.

Burma has lived under direct social and political repression for nearly 20 years, since the democracy uprisings of 1988. The army’s answer to the people’s yearning for freedom in 1988 was the killing of thousands of demonstrators. This repression has in no way abated over the years, bringing with it ethnic cleansing of minority groups, corruption, forced labor, and widespread poverty.

On Tuesday, September 18, 2007, monks demonstrated in cities across Burma. In Sittwe, west of Rangoon, they faced tear gas and gunfire before dispersing. According to reports from exile groups in Thailand, some monks were beaten and arrested. On Wednesday, September 19, more than a 1000 monks in Rangoon marched and briefly occupied the Sule Pagoda in the center of the city, after being barred from the famous Shwedagon Pagoda.

Day by day, we closely follow this news from Burma. These non-violent demonstrations by Buddhist monks are expressions of compassion at a time when the already impoverished nation is staggering under August’s government mandated price hikes. Burma’s monks have historically used techniques on non-violence against oppression. They initiated civil disobedience against British colonialists. They were visible and central in the movement of 1988. In 1990, the sangha declared patam nikkujjana kamma and the government crackdown saw more than 130 monasteries raided, and at least 300 monks forcibly disrobed, arrested, imprisoned, and tortured. As truly engaged Buddhists, Burma’s monks have earned the trust and respect of their nation. Today, they are leading the way to democracy and human rights.

Win Min, a Thai-based Burmese analyst, said the generals were cautious about stirring a public backlash if they acted against the clergy. “It’s a dilemma for the junta. If they don’t crack down on protests by monks, more people will join protests. But if they do, it could trigger massive public outrage against the government,” he said.

We call on all our friends in the international Buddhist community support Burma’s monks as they take a stand for liberation and the end of military rule in this suffering land. We urge Burma’s leaders to meet the monks, and all the millions yearning for freedom with open eyes and ears, and with all weapons set aside. Then Burma will again find its rightful place as a beacon of freedom and dhamma in the world.

Burmese monks challenge junta

Bangkok Post
20 Sept 2007

Rangoon (dpa) - Members of Burma's opposition party cheered when hundreds of defiant monks marched past their headquarters Thursday on the third day of the monks' anti-military protests in the former capital, said witnesses.

Diplomats said that by walking by the headquarters of opposition heroine Aung San Suu Kyi in Rangoon the marchers had raised the protests to a new level.

The National League for Democracy won 1990 elections by a landslide, but the result was ignored by the military. Aung San Suu Kyi currently is held under house arrest in Rangoon. The 500 or so monks went on to enter the Shwedagon Pagoda, which towers above the city, before parading downtown, where they dispersed at 4 pm.

A second march numbering some 400 monks proceeded towards the Shwedagon from a different direction and also ended downtown. Hundreds of ordinary citizens followed the processions of red-robed young men who are highly revered in this strongly Buddhist country.

A loose organization of monks has stepped up dignified protests this week after failing to extract an apology from the regime for its rough handling of a procession of monks in the north earlier this month.

More groups of monks were reported to have marched in the northern city of Mandalay in another show of open dissatisfaction with the military that has ruled since it seized power in 1962.

Hundreds of people are reported to have followed both lines of monks in the Rangoon marches, which in itself is a form of defiance in a country where the authorities have scant tolerance of dissent.

The highly unusual protests against economic hardship and inflation started when a few individuals staged protests some seven months ago.

The monkhood has now taken on the job of confronting the regime after the junta sharply lifted energy and transport prices a month ago without warning, causing deep problems for ordinary people who already struggle to survive.

As in Thailand, monks are revered in Burma, which makes it tricky for the authorities to crack down on them. Yet they have also traditionally been in the vanguard of moves against authoritarian governments, be they colonial or military.

Many of Burma's monks are young, feisty men with the guts to confront armed soldiers, strengthened by the knowledge that they are admired in the country for their moral toughness.

The protest marches have broken out in several locations this month, making it harder for the authorities to crack down. The monks have also driven home their displeasure with the regime by refusing to accepted alms from soldiers.

The regime attempted this week to paint the marching monks as deviants or fakes in stories in the state-controlled newspapers. Foreign and exiled observers are divided over whether these robed protestors will trigger the wider nationwide demonstrations that threatened to bring down the regime in 1988.

Monks march in Kyaukpadaung, Aung Lan and Pakkoku

Sep 18, 2007 (DVB)Hundreds of Buddhist monks staged protests in Kyaukpadaung, Aung Lan and Pakkoku today as the recent wave of demonstrations in Burma gathered fresh momentum.

Eyewitnesses in Kyaukpadaung, Mandalay division, said that more than 250 monks marched through the streets today, marking the start of a boycott on merit making and a protest campaign against the government.

Todays protest was successful and we were supported by members of the public who applauded us and gave us water and juice to drink, one monk who took part in the Kyaukpadaung protest said.

Reports from Aung Lan said that just under 100 monks protested in the city at about 5am this morning, chanting metta and marching through the streets. More than 600 monks reportedly marched against the government in Pakokku this afternoonthe scene of the violent September 5 crackdown that led to this weeks nation-wide boycott.

Monks from the towns western monastery started marching at about 1pm. They were joined by monks from the Mahavithutarama monastery and others. There were about 600 monks and a lot of bystanders, one monk from the Mahavithutarama monastery said.

This time there was no harassment from the authorities, the monk said.
